Yup the design with that decade ladder was for ultra-sensitive digital hardware that went in an airplane, so it was running off 28V aircraft power which can be a bit unpredictable for noise. In a pedal power supply it would be absolute overkill and you likely wouldn't hear much of a difference. 100nF on each IC input (not just one at the beginning before it splits) is a good idea though.
