Edit: Found the initial problem but would still like to modify the circuit to improve the modulation.
Had some time to finish this one today. At first it was working mostly as intended . However, the LEDs were going full dim on every setting and it was creating a jarring and unpleasant tremolo/volume swell effect at the bottom of the sweep instead of a smooth phaser sound. I tried to correct the issue by changing the resistors going into the LEDs from 330R to 510R resistors in the hope that that would raise the brightness floor of the LEDs and smooth out the sound. This did not work, the LEDs are still full off at their dimmestand I created a new issue during the desoldering and new resistor installation step. Now, the phase shifted part of the signal is very quiet (mostly nothing on Vibrato mode, normal mode sounds nearly like bypass signal) and sound is only getting through when the LEDs are off and the LDRs are at their maximum resistance, which is the opposite of what it was before (and I believe the opposite of what was intended). I've looked for shorts, shunts, damage in the desoldering process, etc., but haven't located any issues. If anyone has advice on how to smooth out the sound I'll be grateful for any help.
