Another schematic question

Still trying to expand on my schematic reading/breadboarding skills. Can somebody tell me if this is correct. The 2 circled 10k resistors are acting like a voltage divider in this 9v power supply circuit so the voltage at VREF should be approx 4.5 volts. If I’m not reading this correctly can somebody explain where I got it wrong. Thanks in advance

Awesome thank you very much. Now I just have to figure out how I’m breadboarding this wrong and still coming up with 9v at vref. Baby steps. Thanks again
