Chalumeau not working

Hi folks. This is about my 12th ppcb build and of course this is the first one to not work. Here’s an image of the board. Soldering looks solid everywhere with my magnifying glass. Pots have plastic covers. It powers on but cuts the sound nor do the pots do anything. Off it passes guitar signal. I noticed the yellow led does not light up at all. I did solder the led up against the pcb instead of giving it some leg length and letting it hover over the pcb. Also on stompbox parts i got a lm386n-3 because i didn’t have any idea the differences in the n-1 or n-4 variants. Maybe it’s the wrong ic or the led is shoved too far down? Advice or tips would be appreciated. IMG_8065.jpeg
 
The second IC doesn't look like a 386 from here. Do you have another you can try?

P.S. any of the 387 variants should work.
Aleph, i used one of these from stompboxparts. There were two other variants and it looks like the one pedalpcb stocks is actually the n-4 variant which seems to provide the highest power. The build sheet didn’t specify which 386 exactly to get. IMG_8066.jpeg
 
From what's written on the IC, it's not an LM386 but an 24C32F EEPROM.

I would double check the other ICs in the back, they should be marked with LM368. Might be a mixup where you were sent the wrong stuff.
Oof. That’s pretty bad. But thanks for helping me understand why it didn’t say 386 on it. I did order some eeproms and will check those bags. Maybe they goofed in sorting.
