Cheap Way to go from 9v to 12v

Title says it all, what's the best way to convert 9v to 12v using the minimum number of parts? Is it a simple charge pump up to 18v and then a regulator back down to 12?

hmmm... well I know how to do this in the A/C to D/C conversion in an amplifier, and it's a fairly common feature of the higher wattage amps. But in DC to DC isn't it easiest/bestest to use a high mHz switching Buck-Up converter? Multitudes of examples can be found cheap on eBay.
