SOLVED Dark Rift Delay- No modulation

So far I made three of these things. My first went off without a hitch but the next two have the same problem. The dry signal is present but no repeats or modulation. There is nothing I can see that I did different from the first. There is also no change after replacing the chips and reflowing the pads. Given the circumstances, i am only posting pics of the topsides of both boards.

Any help is greatly appreciated.

Check that everything has power first. This circuit has 3 separate blocks: LFO, delay, and audio. The audio sounds like it’s working, so maybe next we should tackle the delay section. Confirm all parts are the correct values. All those caps give me pause since I cannot tell their values from the pic. Are those tantalums?

They're MLCCs. The resistor values are all correct but their could be an off cap value. I'll have to check later tonight.

I checked every single cap value on both. They're all correct.

On my working dark rift, I measure 7.10V at pin 1 of the pt2399 and 4.93V at pin 16.

On the two that don't work, I get 4.93V at pin 1 and nothing at pin 16.
