Emu amp sim led won't light up

So I built a emu amp sim and have it hooked up to the testing platform. Everything works but the led won't light up. I've confirmed that it's placed correctly.

When I look at the schematics how do I follow the circuit back to the power supply. Is the 4.7k resistor connected right to it? Im a real noob when it comes to looking at schematics. Any advice?
 
Power section is bottom left of the schematic You'll see the CLR R100 there

The power section is normally separate in most schematics

You can usually find it if you look for power in, a + sign in this case sometimes +9v PWR etc you'll normally but not always see a reverse polarity protection diode (D100) and a filtering capacitor (C100) and where ground / power is distributed to eg the small 4 and 8s connecting ground and power to your TL072 pins 4 and 8

Go along a little and you'll see your voltage divider R101 and 102 both the same value 10K so you'll get exactly half your power (VCC) as your VREF going to all your VREF points on the schematic

Handy for debugging because you'll know exactly what voltage to expect at all your VCC and VREF points
