HAARP SPDT Not Working

So, I have the pedal somewhat working as it arpeggiates and all the pots and rotary switch work. I get no changes when I toggle the SPDT switch. Not sure where exactly to test for what could be the culprit. Any thoughts? Faulty SPDT?

In order to detect the behavior of the toggle needs to be the SPDT (On-Off-On) type.

Try this a test:
1) The "Step" & "Wet" controls need to be turned up to at least 25% and the "Rate" control needs to be turned down below 50%.
2) Select one of the 8 "Mode" options, set the toggle to the "up" position and pluck a string on the guitar that's plugged into it and listen to the result.
3)Then flip the toggle all the way down and listen to another plucked string.

You should hear the arpeggiation go 'up' on the 1st test, then it should go 'down' on the 2nd test.

Thanks for the info. I'll check that when I can work on the pedal later this week. There definitely isn't any change when I toggle the switch but I can't recall which direction it goes. I realized I didn't have an IC socket for the L78L33. I'm going to put that in and get a new IC as I believe I fried that one. I need to do a refresher of reading schematics to be able to better troubleshoot. Learning by fire with this one.
 
If you have ~+3.3V at pin 8 of IC2 and pins 6 & 23 of the FV-1, the 3.3 L78L33 is good.

The toggle is intuitively selected & placed, so when it is in the "UP" position, the arpeggiation should be going upwards; alternating in the "MIDDLE" position; and downwards in the "DOWN" position.
