Lectric-FX Old Chap Flanger (EHX Deluxe Electric Mistress)

It looks like you're testing voltage at TP1; does your DMM have the frequency count/Hz type function? I had to pick up a new DMM on Ebay to calibrate an A/DA flanger build. It's the VC97 if that helps!
 
I'm using my oscilloscope to probe TP1 - when I measure with my probe it's just a 15VDC signal. I've also tried using a DMM with a frequency setting, but it doesn't show a frequency when probing either.

Also - the LM311 chip is getting pretty warm - is this normal?
