The TONE has me curious, though. That would provide a weird balance, wired as a voltage divider, wouldn't it?

At mid-rotation you'd have the small-cap and large-cap summing for the full value of the two added together, but at full rotation to the large-cap you'd have only the large-cap's value without the small-cap added on top.
I would guess that the small-cap would be always in circuit, and the pot wired as rheostat re-directing signal flow to the large-cap, as per this example from Joe Gore:
