No Wet Signal on Low Tide -Broken Lm258p

Hello Everyone! First Post on here and only my fourth build, so some things might be obvious to more experienced builders, I’m very new to this hobby. I’ve seen multiple people experience a similar problem with their low tide, but I have a more specific question I haven’t seen awnsered yet. Basically, my low tide works as expected in bypass and when turned on, but there is zero signal when fully cw on the wet knob, apart from some hum. I went over every joint a second time, played with the trim pots for about an hour (followed user bowanderrors advice I believe) and the error was still there. I then noticed that IC4 (LM258p) was oriented the wrong way, and probably fried as I had already applied power at this point. (You’ll notice I’ve taken it out already in the picture.) I’ve tried understanding its purpose in the schematic but honestly have no clue. Would it make sense that this was causing the “no wet signal” issue? I’ve ordered a replacement but don’t feel very confident that it will fix the problem as I haven’t seen anyone else with this issue solve it by replacing ic4. Maybe there’s something else wrong with my circuit? Would love to hear your thoughts! Don’t mind my super wonky capacitors ;) edit: I’m sorry, I’ve accidentally posted this thread a second time. This one has a clearer picture.
