Organ Donor no wet signal

I bought two organ donor boards (really wishing the FV1s had been in stock when I bought them right about now) and can't get any wet signal out of them. Audio probe gives signal on pins 1/2 of the FV1 on both boards, nothing at pins 27/28 on either. I've tried reflowing both ICs, didn't seem to help. I've attached pictures of both, any help is appreciated.

From where did you get the FV-1 chips? I've been burned by not buying from a known good source. Had the exact same problem you described. Fortunately I got a refund. After replacing it with a proper FV-1, everything worked fine.
 
Have you traced continuity from the FV-1 pins to the intended destinations? Could be the photos, but some of those solder joints on the pins look like they might not be connected (I've had the same issue with a few self-soldered FV-1s).

Nah I need to do this, I haven't had time the last few days. The sea of electrolytic caps around the FV1 on this makes it very difficult to do much now that the board is populated lol, this is my first time doing smd myself which doesn't help
