Thanks for posting this, but is there a reason why the middle hole in the bottom row has a diameter of 9.3 mm instead of 7.2 mm like the others?

That spot is for the 1P8T rotary switch.

Does this template work for the ThreeVerb, too -- but I would just adjust the hole diameter for a toggle switch instead of a rotary?

It will. 95% of all ppcb 6 knob/hole layouts will work with this template. You would adjust the hole that’s 9.3mm to something like 6.4mm for the switch.
