Pendulum No Sound When Engaged

I just finished this one up and unfortunately I'm getting no sound when engaged. In bypass it works perfectly. All four LEDs light up, although only the ON/OFF indicator turns off when bypassed, the other three continue to throb. Here are the voltages from the 2 ICs:

Assuming you are running off 9v you should be getting 0V on pin 11 and about 9V on pin 4 of both the op amps. You need to work out why you aren't

Thank you @PJS. The first time I measured the ICs i held the back probe to a bare part of the case but this time I pressed to the negative terminal of the DC power and got different results:

So obviously there is a problem with power getting to the ICs. Any suggestions on narrowing it down further?

I think you have a short. check for stray wire strands on you DC in and solder bridges.
