Problem with guvernator trace

I built up a guvernator and there was no output. Traced it with a scope and the signal is zero between the treb pin 2 and the level pin 3:


Checked all the resistors and caps. All good.
Pass through is fine, jack wiring is fine
Stomp wiring is fine

So i suspected a trace problem and applied a wire fix:



This worked. So this was a good exercise in debugging. Has anyone else had that problem?

Maybe but wouldn’t the wire also be shorted to ground?
