Roboto not changing modes

I've checked every value, my soldering is solid, I've even swapped the TL072 and the HT8950. Is it possible the eprom isn't functioning properly? Would it be possible to send you this one back for a replacement, if you think that's the problem? Or I could just buy one...also when I pull down the guitar's volume knob all the way, some crazy noises. Seems as if the high end is being filtered out of the straight fuzz sound as well. Any help is appreciated.

That's a microcontroller, not an EEPROM.

Yep, I can send you another one. There isn't much else that would prevent modes from changing.
