When you say "line noise" are you referring to 60Hz hum?

7:00 is full counterclockwise.

Potentiometers need to have their bodies grounded to minimize hum and stray coupling. I'm guessing that yours are floating in the air. If so, try soldering a wire to the pot shell and ground the other end. Or do like I do and mount the breadboard pots on a grounded metal bracket.

Finally, recheck your breadboard (again) and make sure it matches the schematic. It's very easy to get a miswire on a breadboard. I do it more often that I care to admit. Pay special attention to R27 because one end goes to the RESONANCE pot and the other end goes to a very sensitive part of the circuit (the - input of one of the OTAs).
