Voltage swing. Dying electrolytics?

Got a pedal here on which the voltage (measured at pin 8 of a dual opamp so should be supply voltage) gradually climbs, taking the vref with it.

Upon plugging in it's around 9.4v, then gradually increases until it gets to around 10.8v and seemingly tops out then it fluctuates between 10.8v/10.7v and floats around there.

I'm struggling to find why this is since I'm using a regulated 9v supply and no other pedal has an issue. The electros in the power line look normal but I suspect one is having an issue causing the swing? If not that, any ideas what it could be?
 
Been there, done that. It's good to have two DMMs as a hedge against one of them telling lies. Good to hear you cleared it up.

I was wondering how you were measuring more voltage than your power supply was delivering. It's possible with a charge pump.

Yeah I was confused too, figured id selected 12v accidentally but nope, just a struggling DMM with some no brand 9v from the factory. Charge pumps are above my pay grade right now anyhow!
