I tried, and almost pulled it off. I ordered this board right after placing a Tayda box of goodies order and thought I bet I can build this thing out with just extras I have accumulated over the last couple years. Well I came pretty damn close. Just five components short. Lucky for me Stompboxparts is a few hours away and his packages always get here in a day or two. :)

I have a drawer full of parts so most builds don't require a parts order unless it's something specific to that pedal. With resistors (for example) being so cheap at Tayda if I need a value I don't have I'll order 50-100 of them. Pots I buy 10 at a time unless it's a particularly obscure value. And recently I wanted to buy smaller 100µF caps than they stock at Tayda so bought 100 from Mouser because it's significantly cheaper to buy in bulk and they're smaller.

You don't buy rice by the half-cup. (Actually we have three difference types of rice at home, two of them I buy in 10kg bags!)
 
It's a double edge sword. I order parts in bulk and have a good stash from doing this for years now. But, when I start a new projects I usually go over the BOM and say, oh yeah, I've definitely got that.......only to find in the middle of the build that I'm short a few parts.
 
Any more, the only thing I keep in spares are resistors and diodes. It was pointed out to me by the person in charge exactly how much room my hobby was taking up and I scaled back considerably.
