Are you sure you're using all the correct resistor values here? Maybe the colors in the pic are off, but these values look suspect to me. Assuming the bottom resistor (R19) is a 1% metal film (last band brown), that would be an 80K - whereas R19 on the board and schematic show 10K. I'd...

Is the tone pot good? Measure resistance across lugs 1 and 3 of the 5K pot - should be in the neighborhood of 5K. This is normally the last place I'd look, but I recently had a build with a bad pot - got an infinite ohms reading - replaced it, and all was good.

I use 1590B's whenever possible. You just need to take into account the overall/effective length of the board + pots, as the board-mounted pots will extend quite a bit beyond the top end of the board.

Always socket ICs - no matter how skilled you are at building pedals. I think we’ve all learned the hard way. And even if the IC is not the culprit, the act of desoldering and removing it will invariably destroy it (or the board).

Are you sure you're measuring correctly? The voltages at Pin 4 of both IC1 and IC2 should be the same as IC100 Pin 5. Take a look at the schematic in the lower left, and follow the pin numbers of each IC: https://docs.pedalpcb.com/project/Schematic-Cobbler.png

Not really relevant to your question about low profile film caps, but I just got a bunch of these low profile electrolytics from Small Bear - tiny compared to a “regular” 1uF, and rated at 50V!
