It depends how you've wired it. If it's wired as per the build docs the pedal should function normally when powered.

Also, if you're testing with the battery rather than a 9v wall wart, plug a lead into the input. Without this your battery power will not ground, and without a closed circuit you won't be getting any power.

Looks great! I hand soldered my first SMD IC's over the weekend (normally get them pre-soldered). It was actually a really fun and rewarding challenge over the standard through hole stuff. Still need to build myself one of these, the pitch down reverb seems like it would be a lot of fun.

Second attempt is much better but I think I was a bit impatient getting the backing off. Could probably have left it on the iron for longer too. I still feel like this is great progress, third time's a charm!

Sounds like you may have an incorrect resistor somewhere, it's hard to tell with them standing up. Go through your resistors to confirm these are all correct (eg accidentally using 470k for 470r), and if they all appear ok your next step is an audio probe to isolate where the volume drops off.
