Na, when you measure them in the circuit, you’re measuring everything around it. You can just lift one leg, for future reference. Go back and reflow all your solder joints in the same row as R44 and R45. The solder should flow through the board.

Nope, you’re right. Somewhere you have VCC feeding back into Vref. I had the same issue just last night. Up until 2am sorting it out. It looks like you have pins 8 and 4 of an IC on the wrong side of the voltage divider, too:
