the SW wire is just for the LED, right? leave it unconnected until everything else is working. it is a possible source for the problem you had but should not stop the board from working when it is not hooked up to power.

that is what you want to see because you know the power is not shorting to ground like it was doing before. have you checked to see if you have any sound coming through the effect now?

I would leave the sw wire disconnected until you get the board working. eliminate it as a possible cause of the issue for now.

for your DMM you have "audible continuity testing" which means you get a beep if there is continuity between two points you are touching with the probes. that is not the same thing as "audio testing" which is when you play some kind of signal into the audio input for a pedal and then touch...

You could go "full secret" and use an IR led for the footswitch. You could not tell if it was on just looking at it, but you could see it was on if you looked through the camera on your phone.... (same way you can check a remote control to see if it lights up).

do you have another IC of the same type that you can put in that socket to see if it works?

you can put thin cardboard between the pot and board or stiff plastic cut from a disposable food container. electrical tape alone is not reliable since sharp points of solder push right through the tape

start looking at all connections that go to the IC. If you have power and ground at the right pins on the IC, and audio coming in, then figure out why there is no audio coming out. Is the output pin on the IC shorting out to ground or to another part of the board? Gently remove the IC...

First build. It would have been a gift from the gods if it powered up and worked just then. I think you already have a troubleshooting thread started here for this board so proceed with your debug. do you know how to use the schematic to see where you should be able to find different places...

have you assembled any of those projects? and if so, what did you think about them?

I bet you have gotten a few things working where there might have been smoke or fire along the way.

You are using stereo audio jacks instead of mono jacks. you should identify which of the other two tabs connects to the tip of the audio plug when it is in the jack. it is OK to use those jacks, but you won't connect anything to the other tab of a mono signal in and out pedal.

FYI for the audio jacks the ground connection is the one that is on the angled corner tab. you can see it connects to the outside of the jack. for the LED diode, the longer lead is the anode and goes to the positive power feed. for the circuit board diodes, the band on the diode is the...

I think your goal right now should be to see if you can get your PCB working at all. You stand a good chance of doing that if you go slow and ask for help along the way. If you get it working it will probably serve you well but might or might not stand the test of time. But you will be better...

For future referenece --- the easier way to try to remove an IC safely is to buy some low-temp solder. You can add it to the pins you want to remove and use your soldering iron to heat them up at about the same time -- the solder stays liquid longer and you can remove the IC pretty easily...
