yup, you can safely do as in your snapshot with 2 100k, it will change a bot the way the taper works but should not be too audible

You could also increase the value of the Volume pot to 100k and add a 10k resistor between lug 1 and ground

you should have 4.5v ish between R23 and R24. I think between R23 and C15 should be your bybassed signal (buffered bypass), so that is normal to not have a signal when engaged here, if this is working, problem is elsewhere. Do you have pictures of the board?

Hey, nice delay this one! do you have a picture of the other side of the board? if an electrolytic capacitor is reversed between pins, this could cause the issue, hope you did not fry the chip ;)
