It could be literally anything. Check your resistors and your capacitors. The polarities look good. Look for solder bridges on the back side. So you have power in all the right places?

That’s great news! For some reason, new guys don’t like to hear just reflow everything. They like to try to make it harder than it really is, and start randomly removing things. As you observed, that doesn’t fix anything. 😁 Take your new knowledge and spend lots of money on things you don’t need...

Yeah, I normally do too. The solder should flow through the eyelets on all your solder joints. I don’t know if that’s it, too, though. That usually fixes about 95% of builds.

No white noise. It can be overdriven if you dime it. I looked up the manual. MXR calls it a tweed sound.
