Should be fine germanium transistor hFE will change with temperature
If you hold it in your fingers for a minute or so the hFE will increase
It also depends on what you are using to measure hFE a meter doesn't take leakage current into account so isn't very accurate
You can Google any transistor pinout or datasheet and that will let you know which pin is which
Yours should have a coloured dot on the body near the collector pin, middle pin is base and other pin emitter
Anyway here's the pinout image in German I think farb being colour
