Cataclysm Delay repeat knob doesn't work (only repeats once)

I put together a Cataclysm Delay - slightly blurry pictures attached, will include better pictures soon. A disclaimer that this is the first time I sourced my own materials for a pedal, so there's a non-zero probability that my problem stems from using an incorrect part. The pedal powers on fine and works to some extent, but the main issue is that the Repeats knob doesn't seem to function. When turned on, the pedal will repeat a signal once regardless of the setting on the Repeats knob. As far as I can tell, the three other knobs function as intended.

Things I have tried so far, other than general cleaning up and reflowing sketchy solder points:
  • Measured the resistance across the Repeats pots to make sure the pot was working as intended
  • Checked polarity of the two diodes near the Repeats pots (D1 and D2 in the schematic)
Any ideas on what to troubleshoot? I don't have a very good understanding of electronics so I don't have a sense of what sort of failure modes could be causing the specific problem I'm having.

Check to see if R14 & R20 are correct resistor values.

Try This.
This is a close up of your PT2399!
I don't use these Type Sockets, Machined Pin Socket is what you should use!!!
Try removing & relocating PT2399 so that all the pins are firm & lining up with Socket tabs.
