Dark rift delay chirping sound

I just completed two builds, - the Promethium, which works, and the Dark Rift, which does not. The LED lights up and the bypass works as it should. But that is about it. The only effect it seems to make is a chirping sound, which I can slow down or speed up with the rate knob. But no "delay" effect. I've checked my wiring and soldering and can't see anything that stands out. Could it be one of the ICs?
 
Hi, sorry for the delayed response. Here are some pictures of the board and wiring. I send the solder side once I get it out of the box again. I replaced the foot switch and breakout board because I thought the soldering and the switch itself was a bit dodgy. I switched out the ICs as well, since I have a bunch. I reflowed all the components as well - or at least those that I could get to without removing the pots. The chirping sound is gone and there is a hint of oscillation. But that is it. The LED lights up and the pass through works. I checked all the wiring so everything should be going to the right place.

I just noticed my LM833 was in backwards! I'm not sure if this was always the case or the result of my recent switch. I replaced it and will try again. But if there are any other obvious blunders, let me know!
