Dark Rift Delay - Turns On, Switch Works, but delay is all garbled and pots seem to be in reverse. Looking for help. Audio included.

Hi, I built a dark rift delay, but it's not working.

Here is some audio of me messing with it:
It powers on, the stomp switch turns the LED On/Off, bypass signal is fine. However, when I turn the pedal on, instead of delays I get fuzzy garbage. Also my pots sound backwards (while typing this I googled a working pedal's guts and realize why the pots are backwards now, lol. They are supposed to be installed on the other side of the PCB.).

I tried replacing the PT2399 chip, to no avail.

Any ideas?
 
I'm applying 9V via my power supply and it says the circuit is pulling .092A for .828W

Ok voltages:
pt2399:
1. 7.52v
2. 3.62v
3. 0.01v
4. 0.01v
5. 2.98v
6. 3.61v
7. fluxuates between 4.6v - 5v
8. 0.76v - 0.82v
9. 3.62v
10. 3.62v
11. 0.23v
12. 1.1v
13. .33v
14. 6.6v
15. 3.62v
16. 3.62v
Your regulator is bad. Pin 1 should be 5v 9-16 should all be right around 2.5.
 
Yes I swapped the pt2399 for another. I bought them via... Tayda(?) I believe. There was no difference in the noises between the two.
I believe these are very sensitive to voltage. Both chips you tried might be fried due to having too high of voltage hit them. Verify your voltage at your regulator out. Should be somethjng liek 9.x, 0, 5 for IGO or like 4.99 before trying another chip in there.
 
As @Locrian99 correctly says your PT2399 voltages are wrong possibly because your regulator is installed the wrong way around

The LM7805 (yours) pins left to right are input, ground, output and the 78L05 listed in the BOM is output, ground, input

The PT2399 max supply voltage is 6.5v in the datasheet but you may be lucky if you didn't have it powered too long
