Gravitation: High pitched noises from belton brick. Wrong voltage?

Hi! I've been attempting to build a gravitation reverb. I've been running into several problems (my mistake of course) but am stumped on this issue.

The belton brick did output a delayed/reverbed signal before, but now mostly makes high pitched noises. It is supplied around 4.6V at pin 1. The input signal at pin 3 is clear. All outputting pins make noise, some more than others. Is this a power supply issue, as the nice people on r/diypedals told me (supply voltage at pin 1 should be 5V right)? What voltage is supposed to be provided after the schottky? It only reads ~0.2V for me, is that normal? The voltage at IC4 pin 3 is ~9.7 but ~4.6 at pin 1. What could be causing the fact that it's not 5V?

Sounds like a power supply issue, the minimum for the belton to work is 4.5v so if it's around 4.6v it's probably struggling. Check all your values and soldering. The IC pins are running off a different supply line so won't be 5v like the brick.
