How is this board meant to be used?

I have the crappiest board ever, unless I just can't figure out how to use it. None of the holes are connected, and the solder pads on either side are not connected to anything. How is this meant to be used? I think this is in the running for crappiest board ever.

It's perfboard, you have to make the traces.
