Is the muffler supposed to clamp all the way?

I built a muffler and I thought the gate was supposed to turn all the down, but I can still hear the signal a bit after the gate.
 
I can hear the signal playing multiple guitars clean into a clean amp. I can really hear it with a big muff into the gate. It's not super loud but it's definitely not all the way off.

Not sure if really an "issue" since it's meant just to kill the "hiss" from other circuits. I've got this pedal and it does a decent enough job, but not enough to say "this is the only noise gate I'll ever use". I do want to try out a Muzzle and compare, but THAT chip is holding me back.

Yep, if that's how it works, then thats fine. I just didn't know if it's normal for this pedal.

A friend of mine has the newer mxr and he says his is dead quiet. But, I have a Maestro Invader Distortion pedal with a noise gate built in and it doesn't turn all the way off either.
