I just finished this up and the gain pot isn't doing anything. I've tested the pot on a multimeter and I tried a new TL072 chip. I can't figure anything else to be hanging it up.

Have you tried using an audio probe? Your problem sounds familiar to me. Like I had a similar problem a few years back. And I was able to track it down, and it was a cold solder joint that I didn't see with my magnifying glass.

It's pretty much been narrowed down to the fact that it won't divide the voltage.

Assuming the parts are in the right place it pretty much has to be a soldering problem or a short (which is the case 99.99% of the time)
Photo isn't clear enough to assess individual solder points.
The build doc isn't on the product page, do you have a schematic?

Yeah, I've got the schematic. I've reflowed every joint multiple times now. I've been going through it meticulously, but slowly.
