No effect when powered

Hey, this is a first time build (second really as I brought a DIY kit and messed up the soldering, using the kits schematic), at the testing phase currently before adding in a switch.

The issue - I don't get a signal when I put power into the pedal, I either get a high deep sound or its dead. I get a signal through the pedal when not powered though.

I have checked over the circuit with a multi-meter, I'm not sure what readings I should be getting, but I'm getting power to all components.

I have changed from a plugged in power supply to a battery with the same issue.

I have also made an audio probe and when the pedal was powered only got signal from the Input to the transistor (Q1) and then only a crackly signal from resistor directly above it in the circuit (R4). Nothing from the rest of the circuit.

Do you have any voltage on your transistor? R2 should be connected to the base and collector. In your last diagram, you have it connected to R3 and then the collector, R2 needs to be connected on the other side of R3. Your diodes don't look like they're connected to ground. The 47U at the junction of +9 and R3 doesn't appear to be on that diagram either.
