SOLVED Paragon Mini - no sound on either side when engaged

So this breaks my streak; my last few build worked without any debugging... The pedal works in bypass but I get no sound when either or both sides are engaged. The LEDs light up fine. I reflowed a bunch of pins, but after measuring voltages on the OpAmp, I think that is where the trouble is. Here's what I measured:

TOP JRC 4580D
1: 1.337 V
2: 1.337 V
3: 1.107 V
4: 0 V
5: 0.929 V
6: 1.307 V
7: 1.333 V
8: 8.89 V

Bottom JRC 4580D
1: 1.331 V
2: 1.330 V
3: 1.084 V
4: 0
5: 0.928 V
6: 1.303 V
7: 1.239 V
8: 8.89 V

Any help in narrowing down the problem is greatly appreciated :)
 
A few more details I subbed the MA856 with BASS33. I reflowed all my caps I checked for continuity (there was none). I measured the voltage drop on all the diodes which were all about 0.6 or 0.7 V except D1 and D6 were both about 2.1 V.
 
I think your vref is off. Looking at R12 and R13, they should be the same value (47k) but
the multiplier bands look like different color - R12 looks like it might be 47K
(Yellow Purple Black Red Brown) and R13 looks like 4.7k or even 470R, the lighting is
not great (Yellow Purple Black Brown?(or black?) Brown).
This would definitely affect both sides of the effect, since the power section is shared.

Good catch! They are both off according to the DMM. I'll work on switching them out and report back.
