Seabed Delay not passing signal

This is one has got me scratching my head.. I have bypass, I have power to the pedal… I do not have a signal passing through when engaged.., none of the probes signals have a delay and no combination of the knobs kick it in..Hooked up an audio probe and here’s what I’ve found.
I have signal at pin 1 of IC1
I have signal at pin of 7 of IC2
I’m have signal at lug 2 & 3 of “level” pot with lug three working up and down with level of pot
I have signal at lgs 2 & 3 of “repeats” pot
I get no signal on any lug at all “delay” pot
Crazy thing… I get a strong signal from the tone generator @ R6 which is at the end of the schematic and it has no delay signal… What the heck Am I missing? 🤣 IMG_8953.jpeg
 
That PT2399 looks odd . . . . the dimple is at the wrong end or the printing on it is upside down. I don't see a mouse-bite at the top either.
Pin #1 should be at the top. Pull it and see if you read ~4K7Ω across pins #9 & #10 and ~4K7Ω across pins #11 & #12.
Should be ~+5V at Pin #1.

pin#11 & 12 getting 5.3k What other pins? 19 doesnt exist on this chip?

verified getting 5v @ pin #1 on pt2399
 
Double check that none of the solder pads are passing signal to the ground plane where it's been nicked

Generally a lack of signal means the signal path is shorted to ground somewhere so probe around to see if you can find it

Look really close and see if there are any fine strands of solder like this

If that doesn’t sort it this whole area looks like it could use some work.

there is a cleaner angle of those pads in another picture that shows the joints better.... but yeah... pulled the caps last night and it still doesn't.. I can here a very very faint signal and it is indeed repeating... I built an entire new board out last night and boxed it and it worked perfectly fine.. weird.

I’ve had some issues with fake 072s before. Maybe swap the chips from your original build just to verify?
