If you’re not dead set on a pedal, the PAIA vocoder kit is quite reasonable and looks like it’s not too difficult to build. I think it has an input for a remote footswitch too

Experimentalists Anonymous has schematics (and PCB/layout) for a 10-band analog vocoder in their OOP Japanese Electronics Book section—the main board, a board to handle frequency, a power supply and "headphone amp." If anyone is feeling saucy. (I'm obviously not.)
