Voltage Supply Question

Based on this schematic snippet what should be the voltage at pin 3 on IC4? I get the correct voltages at the LEDs but zero it pin 3.

~4.5v at pin 1 with a load of some sort.
If your circuit ends at pin 1, I'm not sure how the loading of your DMM would construe the measurement.

Thanks. The only parts showing any power are the LEDs shown in the schematic. No power to any of the 5 ICs. The only logical thing is to look at the switching.

The image is just the power section of a distortion pedal I’m building. I. Left out the larger schematic since there. Is no power up to and past the IC shown.. As i mantioned I need to reverify the switch wiring shown above. It has 2 3PDT foot switches.
 
Check R44 if the ICs don't get power. Also, make sure it's 100 ohms and not 100k.
R44 is correct. For each IC pins 4 and 8 are both connected to ground when tested for continuity. I would have expected this for pin 4 but not pin 8. But, I dropped out of electrical engineering. There is no voltage coming out of R44 in the side opposite of the diode.
