White Washer Distortion tone issue

Hey has anyone built a White Washer distortion? I'm getting incredible high end treble boost, even when the tone is all the way down it's still all high end. I've checked and re-checked components, changed most of them already, even the pots. Still can't find the problem. Does anyone see anything weird with the schematics? Are the 5mm leds correct, not 3mm? My electronics knowledge is limited.
Any ideas? I can't believe this is how it's supposed to sound.

I wonder if this project name is designed to catch the attention of dedicated diy builders with good habits and special feelings regarding plastic washers ?

The values I could see look correct. I can't make out the code on C2 and obviously can't see the values on the elctros, so maybe double check those are right.

Pin 8 on the IC looks a little sketchy. Any chance that leg is bent under?

That band looked red to me, but I guess it could be orange?

Entirely possible, and it might not even cause an issue if they were 510K.

The only other thing that catches my eye is maybe some exposed trace on the center pad of the tone pot. Obviously that wouldn't cause a problem on it's own, but could indicate some trace or pad damage.

Does turning the tone pot have any effect at all?
 
So the leg on the ic wasn't bent, I changed it anyway, same problem.
I triple checked all the caps, R101 and R102 are definitely 51K.
I reflowed every joint.
The tone pot works, fully counter-clockwise it is somewhat normal but still barely any bass response. Fully clockwise is like 20 icepicks on my personal eq scale.
It seems like a fairly simple circuit, I don't know!
