It's a 0Ω resistor, aka a jumper. Basically it's always in 9V mode.

Sorry, just to be clear, it does get bumped up to around 26V, it's the 22V Zener that brings it down to about 22V.

22.46V with a 9.37V supply.

I had the exact same situation happen to me recently. The gain pot was a little scratchy and it would actually drop the signal completely in some cases. I cleaned the pots and the footswitch with DeoxIT and it came back to life. Maybe try that before replacing anything.

I didn't have any 2N5952s when I built this, so I matched a set of 2N5457s with Vgs(off) -1.31V, which isn't very high, but the highest matched set I could find through my stash. Sounds decent, but not super lush.
