Ok well problem solved it was absolutely something with the LED itself. I ripped it out and just totally replaced it with a new/different one and it works exactly how it should now with switching on and off. I have no idea exactly what was going on but possibly like giovanni mentioned perhaps...

Yes, either one of the jacks one at a time and/or both touching the bare metal of the enclosure at the same time turns the LED on

Well it actually is the switch. I derped and did not realize the lug orientation & branding direction is different than on my usual go-to's (gorva or LMS soft clicks) and apparently I have the board oriented 90 degrees the wrong way. I get continuity on these pairs
