Kliche Overdrive Issues?

Currently having issues with my newly built Kliche Overdrive. When the pedal is disengaged it bypasses signal, but it still seems as if its going through a clipping circuit of some sort. And as soon as you engage the pedal it becomes a turbo fuzz face at 100% gain. Not sure what to look for or turn too.
I've attached some pictures, any help is appreciated.

Start by checking / double checking all of your resistor values.

It sounds like a gain stage is running too hot, that's probably what you're hearing in bypass as well.
 
Bad connection.

Try resoldering the pins of the IC socket first. If that doesn't help, remove the IC from the socket and reinsert it. Make sure all of the leads are making a solid connection.
 
Just resoldered. not change. they are definitely making a solid connection.
When I touch the bottom of the chip it goes away, and a few seconds later it slowly fades back to chaos.
 
Follow the schematic. If IC1 pin 3 is seeing much higher than 4.5V and you're only using a 9VDC supply, check values of R25 and R26. Those are the resistors that form the voltage divider for VREF. If your board matches the board in the build document, the resistors you have in these locations don't look like 27kΩ:

Is R26 soldered completely?

I'd probably verify the same for D2 while you're at it:

As @Robert suggested, I'd be sure that all of your resistor values are correct as well.

As @Robert suggested, I'd be sure that all of your resistor values are correct as well.
Those two resisters were infact 27k, but you're right, R26 was not soldered properly. I appreciate you pointing out my stupidity. Thank you!
