The treble was the only lug pot, the rest are pcb mount. It was making contact with the toggle switch. A little black tape fixed that but I'm still stuck on why the bass isn't working.
Post some pics of both sides of the board. This is pretty much a Marshall tone stack, so no voltage readings are necessary here. You probably have a bad solder joint or C14 might not be the correct value.

Thanks! I'll check that out. It was a kit from Musikding so it's more likely a bad solder joint. The bass pot measures at 500k for some reason but it is a 1M.

Check your potentiometer sweepers (lug 2) for continuity (bad pot check). Also check C12 + R16 values (15Khz high pass bleed). Check all the values in the tone stack.
I replaced the pot and still the same problem. This time I used a lug pot so I can see in behind it. Will check C12 and R16 and all my joints, that's probably what it is.
Sorry for the delay! I've been using as it is and was embarrassed by my work because I built it when I had a cannabis problem. I hope you can help me solve the issue. I had black tape on the toggle switch to insulate it from the treble lugs but I don't think it's working. The bass pot had black tape on it but I just put a proper dust cover on it because I had one available.
