It powers on all works well but is has super low volume I need solutions.

Ok so everyone who said those TL072S were fake, um yeah you guys were right got them out today finally put sockets in and slapped some with the dot instead of the cut out . After that gave it a test and it works awesome. Thank you all for all your help in troubleshooting for me I will toss the remaining of those 072s I have on hand I also have 2 more pedals that don't work with those in them I will switch those out asswell.

Id highly recommend getting an audio probe set up. Even the act of just following the signal path through the schematic really can teach you a lot for future troubleshooting.
