There are 3 ground solder pads on the board but it's ok to consolidate your grounds in the wiring and only use one or two of the pads.

Take your meter and put the neg probe on any main ground and use the pos probe to touch all the pins of each IC except the FV-1 and report back what voltage you get at each pin.

IDK if your TL072 looks legit. The ones I use have the black dot on the top left rather than the half moon cutout at the top. Definitely socket the new one to make it easier to swap out
 
I'm no pro and never worked with the fv-1 makes me want to back out, but my feeling is that it's audio probe time?

I usually start at both ends, make sure there's a decent signal in to the board, and then first step after that is if bypassing the last pontentiometer does anything for the signal level. After that it's divide and conquer time, at suitable spots chosen by reading the schematic.
 
Those MDSHY 072s are problematic by many accounts here and elsewhere. If not fake, badly specced. These may or may not be contributing to the problems you’re experiencing.
 
Turn the Mix control all the way down so the output is 100% clean, no effect.

Is the clean volume low?

If so, you can ignore the FV-1, EEPROM, and regulator for now.


Are you sure you got those TL072's from Tayda? Those don't look like genuine TL072's and I've never known Tayda to sell fake parts...
