I think it had to do with edge coupling capacitance and how tightly packed everything was in those "compact" enclosures. With modern manufacturing it may not be as much of an issue but back in the day it was a different game.Just a thought- companies like Boss etc are building to a price point, so the less time they spend getting a working board that fits in their enclosure, the better off they are. Making it look pretty is likely not very high on their list of priorities.
