SOLVED An anemic Seamonk

After Chuck's recommendation I wanted to build a Seamonk. At first I thought it wasn't working at all, but it turns out that it is, but the volume is pretty low compared to the input, even with the level pot cranked all the way. I've done some probing and can find roughly where the level appears to drop, but for all I know that might be intended. The soldering should all be pretty good. In the picture there was a 1uf tantalum cap at C8, but I switched that out for a film cap in case that was the problem (it didn't matter). I'm using D9Es instead of 1n34a diodes, but I don't think those are in play. The voltages I'm seeing on the TL072s seem correct based on the madbeans build doc for the VFE Merman, they use a different charge pump, so I'm not certain about those values.

Poking around with an audio probe and a tone generator, The volume coming out of IC1.1 at pin 1 and IC2.2 at pin 7 are fine, but going into IC2.1 at pin 2 is much lower. What's coming off at pin 1 is louder, but nowhere near where we started at. Both sides of R15 seem fine. Into and out of the Warm pot seem fine. One side of C12 is slightly lower and the other side is way low. There's not much going into or out of the Bottom pot. There's kind of a lot going on in this schematic (to me) and I'm a bit of a noob, so I'm not quite sure where to go from here on this one. Thanks for the help.
