Circulator V1 Low Voltage?

I just finished my Circulator V1, didn’t realize a V2 has come out. Does anyone here have some test voltages for various points? I used separate LEDs instead of a dual LED so that could do with the problem seeing as how the design was changed because there was an issue of getting enough power to the LED. I haven’t finished double checking components yet since it’s has gotten late but I think it’s just not getting enough power somewhere.

Came to me in my sleep, used a different DC jack than normal, mixed up the terminals. Don’t build drowsy.
