That's all very unusual... Why offer 1000+ quantity discounts if you're not going to ship 100 pieces?

Anyone buying 1000 zener diodes is definitely planning on distributing a few... would it be acceptable if you were going to solder them to the previously mentioned fictional drones before shipping?

I just ordered a stack of reels from them a couple weeks ago (around 35,000 diodes total). Now you have me wondering if I need to start ordering parts with one of my pedal acquiring alter-egos as well.
 
Unless I’m misreading this, it doesn’t seem to be an EAR/ITAR issue. This sounds like your order tripped a system flag for being a possible distributor (which would violate their terms with the manus). I’d be surprised if a phone call wouldn’t get this resolved quickly.
 
I'm not getting through to them...

If you are deemed to be a reseller if you order over a certain amount why publish the price for that amount? I'll buy 100 of something sometimes because the price difference is huge. Plus if it's a through-hole transistor I should have enough for life! Am I treading a fine line between getting the discount and not being able to buy them? Seems nuts.

Have you tried calling them? This seems like something that would be easier to resolve over the phone than by email.
