SOLVED Lowballer Twin Envelope Filter

I just finished building this. It passes signal when on. It has a kind of phasing sound and a faint high pitch riding in the back ground. more noticable as the note fades

There are a couple of substitutions
1 the .47Uf tantalum subbed with 470nf
2 the lm1458 subbed with a NE5532

And when the switch is moved to dist mode no signal My question is could either of these subs be a cause for it to not work as intended?

The 1458 is crucial in this circuit. Most other chips will not function properly
 
I finally got my Lowballer to work one side of the toggle (the clean side) and silence the other side of the toggle. Happy with it so far. Probably start with Captain Obvious's suggestion of the toggle switch . Still another cool PedalPCB build knocked down
This seems to be another pedal where you gotta play with it to find it
oh and I found a broken lead on 220nf cap changed it out and the suggested lm1458 although i also subbed the 4558 mines a ka4558 maybe have something to do with no xtra harmonics on the other side of the toggle I doubt it anyways mines works and it will get boxed
